Norway and Ukraine have signed a memorandum of understanding to strengthen collaboration on military supplies, marking a significant step in defence collaboration.
The effort will see Norway assist in the production of military equipment for Ukraine to ensure that weapons and ammunition are delivered swiftly to Ukrainian forces.
The agreement, signed by Norwegian Defence Minister Bjørn Arild Gram and Ukrainian Defence Minister Rustem Umerov, outlines principles and frameworks for cooperation. During a meeting in Oslo on 14–15 November 2024, the ministers focused their discussions on maintaining and enhancing support for Ukraine.
This development is part of a broader initiative to enhance military support and production capacity for Ukraine.
Denmark has established a financing model for Ukrainian projects, allowing direct acquisition from Ukrainian industry to Ukrainian forces.
Norway plans to join this mechanism, ensuring that Norwegian funds are used in Ukraine.

The mechanism enables Ukraine to propose specific procurements and projects, which are then reviewed and approved by Danish authorities before receiving support.
Monitoring systems are in place to ensure transparency and accountability for these projects.
Norway and Denmark will formalise an agreement on the allocation of Norwegian funds.
Bjørn Arild Gram said: “This agreement is crucial to better support Ukraine’s defence efforts and develop the potential for further cooperation.
“Norway has so far donated various types of equipment from its own stockpiles, but moving forward, we must increasingly look for alternative ways to support Ukraine with equipment. Establishing this framework is therefore vital for facilitating further military assistance to Ukraine.”
In August, the Norwegian Government approved the transfer of Norwegian defence technology to Ukraine, backed by Norwegian funding.
Norwegian defence company Nammo entered into an agreement to facilitate the license production of 155mm artillery shells in Ukraine by a Ukrainian defence company.
In October 2024, the Norwegian government unveiled a roadmap to bolster the defence industry’s production capacity, with an investment of Nkr967m ($87.4m).
The Government has now proposed increasing the Nansen Support Programme’s budget framework from Nkr75bn to at least NKr135bn and extending the programme to 2030.
Funding for the direct support mechanism will be allocated through the Nansen Programme.
