The Tepro consortium has been selected by the Brazilian Army as the single preferred bidder for the Integrated Border Monitoring System (Sistema Integrado de Monitoramento de Fronteiras – Sisfron).
Established by two Embraer Defense and Security companies, Savis Tecnologia and OrbiSat Indústria, the consortium was chosen to participate in Sisfron’s initial implementation phase, which is expected to last for two years.
The consortium is now readying itself to participate in contract negotiation phase of Sisfron, which involves the monitoring of land borders that fall under the responsibility of the Brazilian Western Military Command.
Budgeted at approximately $6bn, Sisfron is a network of surveillance radars, sensors, command and control communication systems, and unmanned aerial vehicles (UAVs), designed to enhance the protection of Brazil’s borders gradually over the next ten years.
The system is intended to help the army in efficient decision making and actions by facilitating coordination with all organisations and government agencies that are responsible for the monitoring and surveillance of land borders.
The project, to be implemented in stages, will include overall surveillance and protection of 16,886kms of land border, involving 11 neighbouring nations, ten states and 588 municipalities that make up 27% of the nation’s territory.

By GlobalDataAs well as the military, federal police and environmental agencies, Sisfron is also expected to support other government branches, including Instituto Brasileiro do Meio Ambiente E Dos Recursos Naturais Renováveis (IBAMA) and the Ministry of Agriculture.
A total of seven consortia, featuring local, US and European defence companies had submitted bids for the initial phase of Sisfron in July 2012, as reported by defesanet.
Brazilian firm Odebrecht joined forces with Cassidian, Mectron and IACIT Solutions, while OAS, Andrade Gutierrez and Queiroz Galvão partnered with Finmeccanica, Thales and Northropp Flight Technologies respectively.
Center for Advanced Studies and Systems of Recife (CESAR) and Synergy Defence and Security (SDS) had submitted independent proposals for the contract.
